Analysis 

Background

LAFCO staff is anticipating staffing changes in the second quarter of this year and has recommended to the Budget Committee and Commission that a staffing assessment be performed to ensure that personnel resources are in place to meet Commission goals and objectives.

Staff issued a Request for Proposals (RFP) seeking qualified vendors to perform a staffing assessment and distributed the RFP to a list of vendors sourced from other LAFCOs in the State. Three vendors provided proposals within the timeframe of the RFP.

(The staffing assessment is intended to coincide with a Commission strategic planning workshop that is scheduled for Thursday, February 27, such that the results of the planning workshop can be incorporated into the staffing assessment.)

Of the three proposals submitted, staff recommends selection of Koff & Associates, a firm located in Berkeley. The Koff proposal (Attachment 1) was selected for the following reasons:  

  • The consultant’s proposal was superior in recognizing the particular organizational challenges for LAFCO and has direct experience working with a similar agency (Santa Clara LAFCO).  
  • The proposed scope of services and objectives were the most comprehensive and responsive to the RFP. (Staff has talked with the Consultant regarding paring down the work scope somewhat, including dropping salary comparisons and striking the development of County job classifications.)  
  • The Consultant proposes a work schedule that sees completion of the project, including a presentation to the Commission, in fourteen weeks.  The Consultant is completing an assessment for Santa Clara LAFCO and can potentially use some of that work to inform the study for Sonoma. Additionally, with a somewhat reduced work scope, the Consultant can potentially complete the project more quickly.  

The not-to-exceed cost proposal is $23,100; the Consultant may perform the assessment at a lower cost.

 

Recommendation 

Staff seeks Commission approval to enter into a consulting services agreement with Koff & Associates to conduct a staffing assessment, with a not-to-exceed cost of $23,100.
