Analysis

At its November 6, 2019, meeting, the Commission asked that the Fire Services Working Group, a collection of fire and emergency services agency staff formed by the County, provide a presentation to the Commission at the April 1, 2020, meeting. 

The presentation was requested so that fire agency staff could indicate, from their perspective, how to best consolidate agencies in the County, thereby informing the Commission about conducting further Municipal Service Reviews and ordering amendments to spheres of influence, to support potential reorganization proposals. 

Through the Chair, the Fire Services Working Group requested a postponement of the presentation, asking to appear at the Commission’s regularly-scheduled meeting on May 6, 2020. At that time, the Commission Chair continued the item to the June Commission meeting. 

The Fire Service Working Group has delivered a draft slide presentation to staff (attached).  It is unknown at this time whether representatives from the Fire Service Working Group will be prepared to deliver a presentation. 

Staff has held this matter as an agenda item in the event that the Commission would like to direct further staff activities, even absent a Fire Services Working Group presentation. Staff has prepared a listing of Municipal Service Reviews and Sphere of Influence Studies that are completed or underway and a listing of requested reviews and sphere of influence amendments from fire and emergency services agencies.

Recommendation 

Staff recommends that the Commission receive a presentation from the Fire Services Working Group, or receives a presentation at a later date. 

The Commission may also provide direction to staff regarding ongoing and future work to support fire and emergency service agency reorganizations.
