Special Notice

In accordance with the Governor’s Executive Orders N-25-20 and N-29-20 which suspend certain requirements of the Ralph M. Brown Act, and the order of the Health Officer of the County of Sonoma to shelter in place to minimize the spread of the COVID-19 coronavirus, the September 2, 2020, meeting of the Sonoma Local Agency Formation Commission will be held virtually. Commissioners will be participating via teleconference.

Members of the Public May Not Attend this Meeting in Person.

The Commission appreciates the public’s adaptation and patience during this crisis and will endeavor to refrain from placing non-essential items or matters of significant public interest on the agenda until such time that greater public participation can be reasonably accommodated.

Public comment may be submitted via mail and email.

Mail Comment: To submit a public comment by mail, please send it to the Sonoma LAFCO Executive Officer, 111 Santa Rosa Avenue, Suite 240, Santa Rosa, CA 95404. Mailed comments must be received by LAFCO by Tuesday, September 2, 2020, and should identify the agenda item number on which you wish to comment. Mailed comments will be forwarded to all Commission members, and will be made part of the official record.

Email Comment: To submit a comment to the Commission by email, please send the email to: lafco@sonoma-county.org by 10:00 a.m. on Tuesday, September 1, 2020. Please identify, in the subject line of your email, the agenda item number on which you wish to comment, your name in the body of the email and your comment. PUBLIC NOTICE: Pursuant to state law, any writings or documents provided to a majority of the members of the Commission regarding any item on this agenda after the posting of the agenda and not otherwise exempt from disclosure will be made available for public review at 111 Santa Rosa Ave Ste 240 Santa Rosa CA during normal business hours and on the Commission’s website at https://sonomalafco.org/meetings-and-agendas and upon request at Kasandra.Bowen@sonoma-county.org

Any writings or documents provided to a majority of the members of the Commission less than 72 hours prior to this meeting will be made available on the Commission’s website at https://sonomalafco.org/meetings-and-agendas and upon request at Kasandra.Bowen@sonoma-county.org

In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a LAFCO meeting, please contact the LAFCO Clerk at 707.565.2577. Notification at least 48 hours prior to the meeting will assist LAFCO staff in assuring that reasonable accommodations are made to provide accessibility to the meeting. 

Pursuant to Government Code Section 84308, if you wish to participate in the following proceedings, you or your agent is prohibited from making a campaign contribution of $250 or more to any Commissioner or Alternate Commissioner.  This prohibition begins on the date you begin to actively support or oppose an application before LAFCO and continues until three months after a final decision is rendered by LAFCO. If you or your agent has made a contribution of $250 or more to any Commissioner or Alternate Commissioner during the 12 months preceding the decision, that Commissioner or Alternate Commissioner must disqualify himself or herself from the decision in the proceeding.  However, disqualification is not required if the Commissioner or Alternate Commissioner returns that campaign contribution with 30 days of learning both about the contribution and the fact that you are a participant in the proceedings. 

Pursuant to Government Code Sections 56700.1 and 81000 et seq., any person or combination of persons who directly or indirectly contributes $1,000 or more or expends $1,000 or more in support of or in opposition to a change of organization or reorganization that will be or has been submitted to the Sonoma Local Agency Formation Commission must comply, to the same extent as provided for local initiative measures, with reporting and disclosure requirements of the California Political Reform Act of 1974.
