  1. Call to Order by the Chair
  2. The meeting was called to order by Chair Loveless at 2:03 p.m. After roll call, the following voting members were in attendance: Loveless, Landman, Moore, Hopkins, Gore, Stafford, and Herzberg.

    Chair welcomed the new Commissioners Landman, and Gore, and Alternate Commissioner Coursey

    This item was voted on at the February 3, 2021 item and is struck from the agenda.
    4.2       2021-05:  Sonoma Valley County Sanitation District Annexation No 18-0057 (Crawford) Involving Annexation to the Sonoma Valley County Sanitation District
    Environmental Determination: Categorical Exemption Section 15319(a) (Annexations of Existing Facilities) and Section 15301(b), Existing Facilities
    Upon motion and second, approved item with amendment for Item 4.1 as recommended by staff.
    Roll call Vote.

  10. 5.1       File No. 2021-01: Sonoma County Fire District Reorganization No. 2021-01(Forestville Fire Protection District) Involving Dissolution of the Forestville Fire Protection District, and Annexation of that Territory to the Sonoma County Fire District

    Staff explained the Sonoma County Fire District reorganization involving dissolution of the Forestville Fire Protection District, and annexation of that territory to the Sonoma County Fire District item.
    Commissioner Hopkins recused herself from the proceedings due to living in the district under consideration..
    Commission voiced support of moving this item forward and engaged in questions with staff.
    Commissioners Gore and Kapolchok arrived at 2:20 p.m.
    The Chair opened the public comment period.
    Matt Gustafson, Deputy Fire Chief of the Sonoma County Fire District, spoke in support of the annexation and how they are looking forward to working with the Forestville Fire Protection District.
    Dave Franceschi, Fire Chief of the Forestville Fire Protection District, expressed his support of the annexation and thanked the Commission for their hard work.
    The Chair closed the public comment period and brought the item back to the dais.
    Upon motion and second, approved item as recommended by staff.

    5.2       File No. 2021-02: Municipal Service Review and Sphere of Influence Amendment for the Town of Windsor

    Staff detailed the Municipal Service Review and Sphere of Influence Amendment for the Town of Windsor, and answered questions from the Commission..
    The Chair opened the Public Comment period.
    Jessica Jones, Community Development Director, Town of Windsor, stated that they do not intend to change the Urban Growth Boundary.
    The Chair closed the public comment period and brought the item back to the dais.
    Upon motion and second, approved item as recommended by staff.

    5.3       File No. 2021-03: Municipal Service Review and Sphere of Influence Amendment for North County Fire and EMS
    Staff outlined the Municipal Service Review and Sphere of Influence Amendment for North County Fire and EMS and opened a conversation with the Commission.
    The Chair opened the Public Comment period.
    Fred Peterson, Director with Northern Sonoma County Fire District, thanked the Commission and expressed that he is looking forward to moving forward.
    Marshall Turbeville, Fire Chief Northern Sonoma County Fire District, walked Commission through slide presentation regarding the MRS and SOI for North County Fire and EMS
    Pat Abercrombie, resident of Fitch Mountain, thanked the Commission for their work and expressed support of the annexation.
    Terri Wright, County Administrator’s Office, expressed support of the staff’s recommendations and thanked the Commission for their work.
    Mark Farmer, co-founders of Mill Creek co-community, expressed support of the re-alignment.
    The Chair closed the public comment period and brought the item back to the dais.
    The Commission thanked Fred Peterson and Chief Turbeville for their presentation and engaged in discussion.

  12. 6.1       Appointment to Standing Committees

    Staff explained the item and opened up to nominations.
    The Commission nominated Commissioner Gore for the Budget Committee.

    6.2       Authorization for Executive Officer to Determine Staffing Levels Within Commission-Authorized Cap
    Staff detailed the authorization for Executive Officer to determine staffing levels within Commission-authorized cap.

    The Chair opened the Public Comment period.

    Receiving no comments, the Chair closed the public comment period and brought the item back to the dais.

  13. Information/Report Items

    7.1 Ad Hoc Committee for Fire and EMS Report and Selection of New

    Chair Loveless discussed the Ad Hoc Committee. Due to changes in the Commission, Commissioner Gore will be on the Ad Hoc to replace Commissioner Hopkins. Committee plans to meet in the following week. 

    Commission Landman expressed strong desire that all options for future consolidations in the south county be considered within the LAFCO perspective and with staff recommendations.

    7.2 Executive Officer’s Report and Legislative Report (Verbal)

    Executive Officer stated that the items on the Executive Officer’s Report are informational only, and deeper discussion should be brought before the Commission as agenized items.
    There is no legislative report at this time, but the next meeting should have more substantive reports.
    The next Municipal Service Review (MSR) Staff will be working on is South County Fire and Emergency Service Agencies.
    North Bay Water in Southern Sonoma Valley is seeking a sphere amendment and will require an MSR.

    City of Sonoma has requested an MSR. Staff plans to issue a Request For Proposals (RFP) with outside consultants.
    State Water Board has placed two water operations in the County under receivership; Cazadera Water, and Valley Ford Water Association. There may be more in the future.
    CALAFCO is holding a three part Fire Service LAFCO101 educational series. Sonoma LAFCO may be running one or more of these meetings.
    The Executive Officer requested to adjourn the meeting in the memory of Carolyn Harris.
    In addition, he explained the technical difficulties regarding the Zoom links that caused trouble from the February meeting.
