Notice is hereby given that the Sonoma Local Agency Formation Commission will hold a public hearing on Wednesday, October 4, 2017, at or after 2:00 p.m., in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California.

The purpose of the hearing is for the Commission to receive written protests filed against the following item:

File No. 17-02: Santa Rosa Reorganization No. 17-01 (Roseland Area) Involving Annexation to the City of Santa Rosa and Detachment from Rincon Valley Fire Protection District, County Service Area No. 40 (Fire Services) and County Service Area No. 41 (Multi-Services)

The City of Santa Rosa initiated the proposal by resolution. The subject territory consists of five islands of unincorporated territory referred to as Roseland, Brittain Lane, Victoria Drive, West Hearn, and West Third Street, generally located west of U.S. Highway 101, south of Ninth Street, east of Wright Road, and north of Robles Avenues, in southwest Santa Rosa.

The reason for the proposal is to promote the efficient and effective provision of public services in a single jurisdiction by eliminating islands of unincorporated territory surrounded by the City; allow development at densities consistent with the land-use designations in the City’s General Plan; and permit access to City services.

The Commission approved the proposal on August 2, 2017, by Resolution No. 2676. A full and complete description of the proposal, the terms and conditions of the Commission’s approval, and the environmental determination are set forth in Resolution No. 2676.

At the hearing, the Commission will consider any written protests made, presented, or filed with the Commission. Any owner of land or registered voter within the subject territory may file a written protest against the proposal with the Executive Officer of the Commission at any time prior to the conclusion of the public hearing described in this notice. Any owner of land or registered voter who has filed a written protest may withdraw that protest at any time prior to the conclusion of the hearing described in this notice.

Each written protest submitted by a registered voter shall indicate the voter’s place of residence, giving street and number or other designation sufficient to enable the place of residence to be readily ascertained Registered Voter Protest Form.

Each written protest submitted by an owner of land affected shall state the name and address of the owner and the street address or other description sufficient to identify the location of the land. Protests may be made on behalf of an owner of land by an agent authorized in writing by the owner to act as agent with respect to that land. Protests may be made on behalf of a private corporation which is an owner of land by any officer or employee of the corporation without written authorization by the corporation to act as agent in making the protest Landowner Protest Form.

Each written protest shall show the signature of the owner or voter signing and the date that each signature was affixed to the protest. All signatures without a date or bearing a date prior to the date of publication of this notice shall be disregarded for purposes of ascertaining the value of any written protests.
