NOTICE OF PROTEST HEARING
SONOMA COUNTY FIRE DISTRICT REORGANIZATION
NOTICE IS HEREBY GIVEN by the Sonoma Local Agency Formation Commission that the Commission will hold a public hearing on Wednesday, May 6th, 2026, at or after 2:00 p.m., at the Board of Supervisors Chambers at 575 Administration Drive, Santa Rosa.
The purpose of the hearing is for the Commission to receive written protests filed against the following item:
File No. 2026-01: Sonoma County Fire District Reorganization No. 2026-01 Involving Annexation of the Territory of the Rancho Adobe Fire Protection District and portions of County Service Area 40 – Fire Services for the purpose of providing fire and emergency services.
The proposal was initiated by resolution of the Board of Directors of the Sonoma County Fire District (Sonoma County FD) and by the Board of Directors of the Rancho Adobe FPD. Sonoma County FD submitted an application including a plan for serving the affected territory. The short form designation is Sonoma County Fire District Reorg 2026-01 (Rancho Adobe FPD).
The territory to be annexed to Sonoma County FD comprises all parcels located within the Rancho Adobe Fire Protection District (including the City of Cotati, the community of Penngrove, and other unincorporated areas north of Petaluma and south of Rohnert Park) and much of the remaining territory of County Service Area 40 (Fire Services) (including territory generally north of the unincorporated areas of Guerneville and Forestville).
The reason for the reorganization is to achieve greater economy and efficiency in providing fire protection and emergency medical services for the residents of and visitors to the area.
Owners of property annexed to the Sonoma County Fire District from the Rancho Adobe FPD territory will continue to pay exiting special taxes, including parcel taxes, that were approved by Rancho Adobe voters. These taxes will not change.
Owners of property annexed to Sonoma County Fire District from the County Service Area 40 (Fire Services) territory will be levied special taxes, in the form of parcel taxes, that were approved by Sonoma County Fire District voters. County Service Area 40 landowners are not currently assessed special taxes.

The Commission approved the reorganization by Resolution No. 2807 on March 4, 2026, which sets forth a full and complete description and the terms and conditions of the Commission’s approval. The Commission found the proposal exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15061(b)(3) and 15320 of the State CEQA Guidelines.
