LAFCO File No. 2026-04: Southwest Santa Rosa Reorganization No. 24-01 (Robin Way)

The City of Santa Rosa has, at the direction of the California State Department of Drinking Water, applied to Sonoma LAFCO for annexation of 34 parcels totaling approximately 16 acres located on Barbara Drive, Robin Way, Eddy Drive, Moorland Avenue, and Bellevue Avenue in southwest Santa Rosa. The territory is generally located south of Bellevue Ave, north of Neville Drive, west of Hwy 101 and east of the SMART tracks. 

The reason for the proposal is to annex the properties into the City of Santa Rosa for the purpose of providing City water service to 29 parcels in the area, which currently suffer from groundwater contamination. The project is being funded by the State of California Water Board’s Division of Financial Assistance and directed by the State of California Water Resources Control Board (Water Board), Division of Drinking Water.

The Sonoma Local Agency Formation Commission will conduct a public hearing at or after 2:00 p.m. on Wednesday, July 1, 2026, in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California. At the hearing, the Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposal. The Commission will consider the report of the Executive Officer, the plan for providing services, and the environmental determination for the proposal. Unless written opposition is received from landowners or registered voters within the affected territory before the conclusion of the Commission proceedings on the proposal, should the proposal be approved, the Commission may waive protest proceedings.
