Notice is hereby given that the Sonoma Local Agency Formation Commission will conduct a public hearing at which time all interested persons may be heard on the following item:

File No. 2017-10: Petaluma Reorganization No. 2017-15 (Lomas) Involving Annexation to the City of Petaluma and Detachment from County Service Area No. 40 (Fire Services) and County Service Area No. 41 (Multi-Services).

on Wednesday, February 7, 2018, at or after 2:00 p.m. in the Sonoma County Administration Building

The application was initiated by resolution of the City of Petaluma City Council. The affected territory, consisting of 19 parcels, totals approximately 18 acres and is generally located on the north and south sides of Petaluma Blvd. South, west of U.S. Highway 101, east of McNear Avenue, and south of the Petaluma River (APNs 019-210-005 - -010, -013, -014, -021, -022, -025, -029, -032 - -036, -038, and -039).

The reason for the application is to comply with a condition of Sonoma LAFCO Resolution No. 2518, dated October 4, 2006, which directed the City of Petaluma to initiate proceedings for annexation of the subject territory upon completion of reclamation of several parcels, so as to eliminate an island of unincorporated territory surrounded by the City. Annexation would allow more effective and efficient provision of public services, allow development for uses and at densities permitted by the City of Petaluma’s General Plan, and permit access to City services. Environmental Determination: Negative Declaration prepared by the City of Petaluma.

At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the application. The Commission will consider the report of the Executive Officer, the plan for providing services, and the Negative Declaration prepared by the City. Pursuant to the requirements of Section 56375.3 of the California Government Code, the Commission shall approve the proposal and shall waive protest proceedings.

Copies of all documents relating to the application may be reviewed at the Sonoma Local Agency Formation Commission office. If you cannot attend the public hearing described in this notice, you may submit written comments on the application prior to the hearing. All Interested Persons are hereby invited to be present and heard  on the matters describe in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the environmental impact report and the application in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
