Notice is hereby given that the Sonoma Local Agency Formation Commission (LAFCO) will conduct a public hearing at or after 2:00 p.m. on Wednesday, December 9, 2015, in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California, at which time all interested persons may be heard on the following item:

Protest Hearing: File 2015-09 Reorganization of Territory Involving the Formation of the North Sonoma Coast Fire Protection District and Detachment from CSA 40 (Fire Services) and Establishment of a Sphere Of Influence for the North Sonoma Coast Fire Protection District

The application was initiated by petition of the Sea Ranch Volunteer Fire Department Inc. The affected territory, consisting of 3470 parcels, is generally located in northwest Sonoma County along State Highway 1 north of Timber Cove, south of Mendocino County line and including the Sea Ranch, the rural Annapolis area east to the boundary of the Geryserville Fire Protection District, territory south along and including Annapolis Road and Stewart’s Point/ Skagg’s Springs Road and north of Timber Cove.  The reason for the proposal is to form an independent fire protection district to provide service to affected territory including the Sea Ranch, Stewarts Point and Annapolis areas. The formation of the new district will involve the detachment of territory from the Sonoma County Service Area No. 40 (Fire Services).

Sonoma LAFCO staff has determined that the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to Sections 15320 (Changes in Organization of Local Agencies) and 15061(b)(3) (Common Sense Exemption) of the State CEQA Guidelines.

At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposal. The Commission will consider the reports of the Executive Officer and plan for providing services and may approve, amend, or deny the proposal.

Copies of all documents relating to the proposal may be reviewed at the Sonoma Local Agency Formation Commission office. If you cannot attend the public hearing described in this notice, you may submit written comments on the proposal prior to the hearing. Please direct comments, questions, and requests to review documents to the Sonoma Local Agency Formation Commission, 575 Administration Drive, Room 104A, Santa Rosa, California, 95403.

All Interested persons are hereby invited to be present and heard on the matter described in this notice.
