Election of Officers

Staff is requesting that the Commission elect a Chair and Vice Chair for terms ending in June 2021.

Analysis

Background

The Commission’s Rules of Procedure state that, at the June meeting of each odd-numbered year, the Commission shall elect its officers: a Chair and a Vice Chair. It was staff’s error in not bringing this item forward at the Commission’s June 5, 2019, meeting.

In relation to election of officers, the Rules of Procedure also state:

  • The Chair and Vice Chair shall not be members of the same appointing authority (county, city, special district and public).
  •  The terms of the Chair and Vice Chair shall be for two years.
  • The Chair position shall be limited to one two-year term.  
  • Should the Chair or Vice Chair cease to be a member of the Commission, the Commission shall elect a successor to fill the unexpired term of the position at the next regular Commission meeting following the occurrence of the vacancy.
  • The Chair shall preside at Commission meetings and shall conduct the business of the Commission in the manner prescribed by these rules. If the Chair is not present, the Vice Chair shall preside at the meeting. If neither the Chair nor Vice Chair is present, the Executive Officer will preside until a Chair is elected, from those Commissioners present, to act as Chair for the meeting. The Chair shall preserve order and decorum and shall decide questions of order subject to action of a majority of the Commission. The Chair shall be permitted to participate in debate without surrender of the chair.

Commissioners Barrett and Kapolchok have served officially as Chair and Vice Chair, respectively, since June 2017. The Commission elected them to serve as interim Officers in February 2017 after then-Supervisor Carrillo ended his term of office and until the election in June 2017.

In that several Commissioners will not attend the July 3 meeting, the Commission, at its discretion, could consider postponing election of officers for the 2019-2021 term until the August 7, 2019, meeting. 

 

Recommendation 

Staff recommends that the Commission elect a Chair and Vice Chair for terms ending in June 2021. 

Alternate Recommendation 

The Commission may determine to move the election of officers to a later date so that all members may be present to participate. Commissioners Barrett and Kapolchok would continue to serve as Chair and Vice Chair, respectively, until new officers are elected.
