For the Commission’s consideration, staff has cataloged anticipated proposals and applications, and significant staff projects, for calendar year 2022. At the Commission’s discretion, selected items can be included on subsequent Commission agendas for further discussion or directions to staff.

Anticipated Proposals and Applications

Sonoma County FD/ Bodega Bay FPD - Reorganization

Proposed reorganization involving dissolution of Bodega Bay and subsequent annexation to Sonoma County Fire; request by districts to complete reorganization by June 2022.

Northern Sonoma County FPD/North County CSA 40 Territories - Reorganization

Proposed reorganization involving detachment of several Incident Response Areas from County Service Area 41 – Fire Services, and subsequent annexation of those territories to Northern Sonoma County Fire.

MSR and SOI for River Area CSA 40 Territories

Conduct a Municipal Service Review and Sphere of Influence Study for two Incident Response Areas and a portion of a third that are part of County Service Area 40 – Fire Services, extending the Sphere of Influence of the Sonoma County FD over these areas.

Sonoma County FD/ River Area CSA 40 Territories - Reorganization

Proposed reorganization involving detachment of two Incident Response Areas and a portion of a third from County Service Area 41 – Fire Services, and subsequent annexation of those territories to Sonoma County Fire.

City of Sonoma: Municipal Service Review

Commission consideration and potential adoption of a Municipal Service Review for the City of Sonoma.

City of Santa Rosa: 

4646 Badger Road – Annexation

Proposed annexation of two parcels of an unincorporated county island in northeast Santa Rosa.

1600 Manzanita – Annexation

Proposed annexation of one parcel of an unincorporated county island in northeast Santa Rosa.

City of Cloverdale

Territory of Six Acres Mutual Water – Annexation

Proposal by the City of Cloverdale to annex a small community within its sphere of influence; the community is presently served by the Six Acres Mutual Water Company.

Bi” Du Khale Senior Housing - Annexation 

Proposed annexation of approximately 87 acres including a proposed development of approximately 30 acres in 25 detached dwelling units and related improvements. The site is located south of the City limits along Old Redwood Highway. 

City of Sonoma/County of Sonoma – Service and Financial Analysis of The Springs

It is anticipated that the County of Sonoma, after conducting a community outreach and sentiment survey, may request that the Commission conduct a preliminary feasibility assessment that would form the basis for evaluating the potential for annexing the Springs into the City of Sonoma. 

County of Sonoma – Evaluation of River Area Service Needs and Governance Options

It is anticipated that the County of Sonoma, after conducting a community service needs assessment, may request that the Commission conduct a study to determine potential local government structures that would best position River communities to receive said services. 

OSAA and ADU Policy Rewrite

Due to legislation removing and reducing planning requirements for the construction of Accessory Dwelling Units, staff is preparing suggested amendments to the Commissions Outside Service Area Authorization policies. These amendments will be presented to the Policy Committee before being brought to the Commission.

Election of Public Member and Public Member Alternate

  The terms of the Commission’s Public Member and Public Member Alternate expire in May 2022.  Staff will conduct a noticed request for applicants, and will ask the Commission to form an ad hoc selection committee, followed by a selection process before the entire Commission.

This is an information item; the Commission may ask for additional information.  If significant discussion is required, the Commission can direct staff to return place an appropriate item on a subsequent Commission agenda.
