Notice of Public Hearing

Notice is hereby given that the Sonoma Local Agency Formation Commission will conduct a public hearing at or after 2:00 p.m. on Wednesday, April 3, 2019, in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California, at which time all interested persons may be heard on the following item:

File No. 2018-15: Windsor Reorganization No. 2017-27 (North Arata Area) Involving Annexation to the Town of Windsor and the Windsor Water District and Detachment from County Service Area No. 41 (Multi-Services)

The application was initiated by petition of Ben Vanzutphen, Larry Wasem, and Richard Coombs, property owners. The affected territory consists of 16 parcels totaling approximately 116 acres, generally located along Los Amigos Road, north of Arata Lane and east of U.S. Highway 101, just north of the Town of Windsor (APNs 161-020-014, -017, -049, -051 - 053, -056 - -065).

The reasons for the application include allowing for future development of the affected territory at densities consistent with the land-use designations of the Town of Windsor (Town) General Plan and allowing the Town to plan for the future use and servicing of the area and facilitate its interest in pursuing funding and construction of a future northbound on-ramp to U.S. Highway 101, with the Town having jurisdiction and regulatory authority over the area. At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposal. The Commission will consider the report of the Executive Officer, the plan for providing services, and the environmental determination for the proposal. Unless written opposition is received from landowners or registered voters within the affected territory before the conclusion of the Commission proceedings on the proposal, should the proposal be approved, the Commission may waive protest proceedings. There is potential for extension or continuation of any previously authorized charge, fee, assessment, or tax, by the Town or the Windsor Water District in the affected territory.

Copies of all documents relating to the application may be reviewed at the Sonoma Local Agency Formation Commission office. If you cannot attend the public hearing described in this notice, you may submit written comments on the application prior to the hearing.
