Notice is hereby given that the Sonoma Local Agency Formation Commission will hold a public hearing on the following:

Amendment Number 1 to the Sphere of Influence for the City of Cotati (City)

The Sphere of Influence is proposed to be amended as follows:

1. Remove the following assessor parcels: 046-101-005, 046-101-013, 046-101-014 and 046-101-016
2. Add the following assessor parcels: 046-064-004, 046-091-019, 046-092-006, 046-092-015, 046-092-016, 046-092-018, 046-092-020, 046-092-021, 046-092-022, 046-092-023, 046-092-024, 046-092-025, 046-102-011, 046-102-012, 046-102-013, 046-102-017, 046-102-018, 046-101-019, 046-102-020, 046-102-021, 046-102-024, 046-102-025, 046-102-028, 046-102-029, 046-102-001, 046-032-008, 046-032-009, 046-032-010, 046-032-011, 046-032-021, 046-032-024, 046-063-018, 046-063-020, 046-063-036, 046-063-044, 046-063-045, 046-071-003, 046-071-006, 046-071-011, 046-071-012, 046-071-014, 046-071-015, 046-071-016, 046-072-002, 046-072-004, 046-072-009, 046-072-011, 046-072-015, 046-072-017, 046-072-021, 046-072-022, 046-072-023, 046-072-024, 046-075-010, 046-075-011

The amendment generally aligns the sphere of influence with the City “urban service area” boundary as designated in the Sonoma County 2020 General Plan and the City Urban Growth Boundary. A copy of the proposed sphere of influence may be viewed at the LAFCO Office. The proposal is determined to be exempt from the California Environmental Quality Act pursuant to Section 15061(b)(3).

A Municipal Service Review was conducted in anticipation of the proposed sphere of influence amendment. The report is available for viewing at the LAFCO office.

At the hearing, the Sonoma Local Agency Formation Commission will hear and receive any relevant oral and written testimony and evidence presented or filed concerning the amendment. Copies of all related documents are on file and may be reviewed at the Sonoma Local Agency Formation Commission office.  If you cannot attend the public hearings described in this notice, you may submit written comments prior to the hearings. All Interested persons are hereby invited to be present and heard on the matter described in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the environmental determinations and the proposal in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
