Notice of Public Hearing

Location: Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California

Notice is hereby given that the Sonoma Local Agency Formation Commission will hold a public hearing on the following:

Municipal Service Review and Amendment No. 5 to the Sphere of Influence for the City of Cloverdale (City)

The Sphere of Influence is proposed to be amended as follows:

1. Add 88 parcels, totaling approximately 246 acres, generally located north of the City in the McCray Road area, and bounded by the Russian River to the east and State Highway 128 to the west.
2. Add six parcels, comprising approximately 43 acres, generally located east of U.S. Highway 101, south of Lile Lane and north of Santana Drive
3. Add six parcels, totaling approximately 59 acres generally located east of U.S. Highway 101 and south of the Cloverdale Airport.
4. Add, with conditions, six parcels, totaling approximately 163 acres, generally located east of Asti Road and west of Northwest Pacific Railroad tracks, north of Washington School Road.
5. Add one parcel, totaling approximately 10 acres, generally located along Foothill Blvd., between Comazzi Lane and Hot Springs Road.
6. Add two parcels, totaling approximately 45 acres, generally located west of U.S. Highway 101, south of Kelly Road and north of Icaria Creek.
7. Include, with conditions, the entirety of parcels generally located along the western edge of the City, south of Cloverdale Creek and north of North Branch Porterfield Creek, which are currently outside the City’s Urban Growth Boundary and within the Sphere of Influence.

A map of the proposed sphere of influence may be viewed at the office of the Sonoma Local Agency Formation Commission. The proposal is determined to be exempt from the California Environmental Quality Act, pursuant to Section 15061(b)(3).

A Municipal Service Review was conducted in anticipation of the proposed sphere of influence update. The report is available for viewing at the LAFCO office and is available on the Commission’s website.

At the hearing, the Sonoma Local Agency Formation Commission will hear and receive any relevant oral and written testimony and evidence presented or filed concerning the Municipal Service Review and update to the City’s sphere of influence. Copies of all related documents are on file and may be reviewed at the Sonoma Local Agency Formation Commission office. All Interested persons are hereby invited to be present and heard on the matter described in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the environmental determinations and the proposal in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
