Notice of Public Hearing

Notice is hereby given that the Sonoma Local Agency Formation Commission will hold a public hearing on the following:

File No. 14-02: Northwest Santa Rosa Reorganization No. 13-001 (Sequoia Park Associates, LP) Involving Annexation to the City of Santa Rosa and Detachment from Rincon Valley Fire Protection District and County Service Area No. 41 (Multi-Services)

Sequoia Park Associates, LP initiated the application by petition. The affected territory, consisting of a single parcel totaling approximately 30.1 acres, is generally located west of Fulton Road, south of Piner Creek, and north of Santa Rosa Creek in northwest Santa Rosa (APN 034-110-066). The reason for the proposal is to allow connection to the City’s utility system to provide water services due to a higher level of arsenic in well water that supplies the site than State regulations allow. Development is at the density permitted by the City of Santa Rosa’s General Plan. The City determined that the Proposal is exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15319(a) of the State CEQA Guidelines.

At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposal. The Commission will consider the report of the Executive Officer, the plan for providing services, and the environmental document and may approve, amend, or deny the proposal.

Unless written opposition to the Proposal is received before the conclusion of the Commission proceedings on the Proposal, the Commission may waive proceedings whereby registered voters residing within the affected territory may protest the proposed reorganization. There is a potential for the extension or continuation of any previously authorized charge, fee, assessment, or tax by the local agency in the affected territory.

Copies of all related documents are on file and may be reviewed at the Sonoma Local Agency Formation Commission office. If you cannot attend the public hearing described in this notice, you may submit written comments prior to the hearing. All Interested persons are hereby invited to be present and heard on the matter described in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the environmental determinations and the proposal in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
