Notice is hereby given
that the Sonoma Local Agency Formation Commission will conduct a public hearing at which time all interested persons may be heard on the following item:
File No.2017-02: Amendment to Resolution No. 2676, Dated August 2, 2017, Approving a Reorganization Designated as Southwest Santa Rosa Reorganization No. 17-01 (Roseland Area).
on Wednesday, July 11, 2018, at or after 2:00 p.m. in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California
The proposed amendment was initiated by a joint request from the City of Santa Rosa (“City”) and the County of Sonoma (“County”). Resolution No. 2676 approved a reorganization involving annexation of five unincorporated islands of territory to the City and detachment from Rincon Valley Fire Protection District, County Service Area No. 40 (Fire Services), and County Service Area No. 41 (Multi-Services) (“Roseland Area Annexation”).
The proposed amendment changes the Commission’s condition of approval regarding the Roseland Fire Protection District (‘District”) from designating the District as a subsidiary district of the City to directing the District to initiate reorganization proceedings involving dissolution of the District and annexation of the portion of the District outside the City to the Rincon Valley Fire Protection District, and makes related changes to the Commission’s findings for approval. The Roseland Area Annexation was recorded on November 1, 2017. The proposed amendment will not change that action.
The reasons for the proposed amendment are to ensure effectuation of the Pre-Annexation Agreement entered into between and the City and the County on December 20, 2016, and to promote effective and efficient provision of service for properties in the District both within and outside the City. The proposed amendment is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the State CEQA Guidelines.
At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed regarding the proposed amendment.
Copies of all documents relating to the proposed amendment may be reviewed at the Sonoma Local Agency Formation Commission office, 575 Administration Drive, Room 104A, Santa Rosa, California, 95403, (707) 565-2577. Please direct comments, questions, and requests to review to the office.
To be included with hearing materials, written comments must be received by July 2, 2018. Written comments received after that date will be provided to the Commission immediately prior to the July 11, 2018, meeting.
All Interested Persons are hereby invited to be present and heard on the matters describe in this notice.
If you challenge the actions of the Sonoma Local Agency Formation Commission with regard to the proposed amendment, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
