NOTICE IS HEREBY GIVEN by the Sonoma Local Agency Formation Commission that the Commission will hold a public hearing at which time all interested persons may be heard on the following item:

File No. 2017-05: Amendment No. 3 to the Sphere of Influence of the Valley of the Moon Water District.

On Wednesday, September 6, 2017, at or after 2:00 p.m., the Sonoma Local Agency Formation Commission will consider approval of a municipal service review and an amendment to the sphere of influence of the Valley of the Moon Water District, in two separate areas: (1) territory currently served by the Sobre Vista Mutual Water Company, generally located adjacent to the District to the west of El Verano and (2) territory comprising the campus of the Sonoma Developmental Center, owned by the California State Department of Developmental Services, generally located south of the village of Kenwood, on either side of Arnold Drive.

The reasons for the proposed sphere amendments are: (1) the Sobre Vista Mutual Water Company may require municipal water services due to potential failures of current water supplies (seasonal springs and a groundwater well) and (2) the potential transfer of the Sonoma Developmental Center campus to a public or private entity; and potential uses of the site that would require the provision of municipal water services.

The Sonoma Local Agency Formation Commission has prepared a Municipal Service Review of the Valley of the Moon Water District, in part to analyze the potential amendments to the District’s Sphere. Copies of the report are available for review online and at the Sonoma LAFCO office.

The action is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b) (3) of the State CEQA Guidelines.

At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposed amendment to the District’s sphere of influence and municipal service review. If you cannot attend the public hearing described in this notice, you may submit written comments. ALL INTERESTED PERSONS ARE HEREBY INVITED TO BE PRESENT AND HEARD ON THE MATTERS DESCRIBED IN THIS NOTICE.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the sphere of influence amendment and municipal service review in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
