Notice is hereby given that the Sonoma Local Agency Formation Commission will conduct a public hearing at which time all interested persons may be heard on the following item: 

File No. 2018-05: Amendment No. 1 to the Sphere of Influence of the Palm Drive Health Care District

on Wednesday, April 4, 2018, at or after 2:00 p.m. in the Sonoma County Administration Building

The Sonoma Local Agency Formation Commission (LAFCO) will consider an amendment to the sphere of influence of the Palm Drive Health Care District to exclude territory located in Russian River-area communities. This territory is defined as areas served by the Monte Rio, Guerneville, and Forestville School Districts.  

The reason for the proposed sphere amendment is to acknowledge that these territories have been detached from the District, and that the District does not anticipate annexing the territories back into its boundaries. 

LAFCO prepared a municipal service review of the Palm Drive Health Care District in 2017, which recommended amending the District sphere if detachment of the Russian River-areas was approved.

The action is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the State CEQA Guidelines.

At the hearing, LAFCO will hear any relevant oral or written testimony and evidence presented or filed regarding the proposed amendment to the District’s sphere of influence.

Copies of all documents relating to the action, including the MSR, may be reviewed at the Sonoma Local Agency Formation Commission office, 575 Administration Drive, Room 104A, Santa Rosa, California, 95403, (707) 565-2577. Please direct comments, questions, and requests to review to the office. In order to be included with hearing materials, written comments must be received by March 23, 2018. Written comments received after that date will be provided to the Commission at the public hearing.

All Interested Persons are hereby invited to be present and heard  on the matters describe in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the sphere of influence amendment and/or municipal service review in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
