Notice of Public Hearing

Notice is hereby given that the Sonoma Local Agency Formation Commission will conduct a public hearing at which time all interested persons may be heard on the following item:

File No. 2018-06: Amendment 1 to the Sphere of Influence of the Schell Vista Fire Protection District

on Wednesday, June 6, 2018, at or after 2:00 p.m. in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California

The Sonoma Local Agency Formation Commission (“LAFCO”) will consider a Municipal Services Review and an amendment to the sphere of influence of the Schell Vista Fire Protection District (“District”) to include 28 parcels of land to the north east of the District, denoted as the Norrbom Road/Mayacamas area, and 81 parcels of land to the southwest of the District, denoted as the Sonoma Raceway/Environs area.

The reason for the proposed sphere amendment is to allow for the future annexation of the areas to the District. 

The District currently provides fire and emergency service to the two areas under a contract with the County of Sonoma. Residents within the subject areas, if annexed to the District, will have the right to participate in District elections, and would be subject to special taxes that may be approved by District voters in the future.

LAFCO has prepared a municipal service review to provide a general evaluation of the District, to analyze the potential amendment to the District’s sphere of influence, and to specifically assess its capability to serve the proposed expansion areas. The report is available for review and comment at www.sonomalafco.org.

The action is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the State CEQA Guidelines.

At the hearings, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed regarding the municipal service review and the proposed amendment to the District’s sphere of influence.

Copies of all documents relating to the application may be reviewed at the Sonoma Local Agency Formation Commission office, 575 Administration Drive, Room 104A, Santa Rosa, California, 95403, (707) 565-2577. Please direct comments, questions, and requests to review to the office.

In order to be included with hearing materials, written comments must be received by May 30th, 2018. Written comments received after that date will be provided to the Commission immediately prior to the meeting.

All Interested Persons are hereby invited to be present and heard  on the matters describe in this notice.

If you challenge the actions of the Sonoma Local Agency Formation Commission on the sphere of influence amendment and/or municipal service review in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
