Notice is hereby given
that the Sonoma Local Agency Formation Commission will conduct a public hearing at which time all interested persons may be heard on the following item:
File No. 2018-07: Schell-Vista Fire Protection District Reorganization No. 2017-01 (SVFPD) Involving Annexation to the Schell-Vista Fire Protection District and Detachment from County Service Area No. 40 (Fire Services).
on Wednesday, July 11, 2018, at or after 2:00 p.m. in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California
The application was initiated by resolution of the Schell-Vista Fire Protection District (District). The affected territory consists of two separate areas totaling approximately 11,920 acres in unincorporated Sonoma County. One area, consisting of 29 parcels, totaling approximately 1,545 acres, is located north of the District boundary, along and north/northeast of Norrbom and Gehricke Roads. A second area, consisting of 81 parcels and totaling approximately 10,375 acres, is located southwest of the District boundary, east of Lakeville Highway, along a portion of Highway 121, and generally north and south of State Highway 37.
The District has been providing fire protection services to the affected territory, under contract with the County of Sonoma, since the early 1990s. Annexation of the territory to the District would allow residents to receive cost effective and operationally efficient services, including fire protection, rescue, emergency medical care and hazardous materials response. Upon annexation, property tax revenues for the affected territory currently allocated to County Service Area No. 40 (Fire Services) would be transferred to the District. Environmental Determination: Exemptions pursuant to Section 15061(b)(3) and Section 15320 of the State California Environmental Quality Act (CEQA) Guidelines
At the hearing, the Sonoma Local Agency Formation Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the proposal. The Commission will consider the report of the Executive Officer, the plan for providing services, and the CEQA exemptions. Should the Commission approve the proposal, unless written opposition is received from landowners or registered voters within the affected territory before the conclusion of the Commission proceedings on the proposal, the Commission may waive protest proceedings. There is potential for extension or continuation of any previously authorized charge, fee, assessment, or tax, by the District.
Copies of all documents relating to the application may be reviewed at the Sonoma Local Agency Formation Commission office. If you cannot attend the public hearing described in this notice, you may submit written comments on the application prior to the hearing. If you challenge the actions of the Sonoma Local Agency Formation Commission on the proposal in court, you may be limited to raising only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
