Notice is hereby given

by the Sonoma Local Agency Formation Commission that the Commission will hold a public hearing on Wednesday, December 5, 2018, at or after 2:00 p.m., in the Sonoma County Administration Building, 575 Administration Drive, Room 102A, Santa Rosa, California at which time all interested persons may be heard on the following item:

File No. 2018-14: Roseland Fire Protection District Reorganization No. 18-01 (Roseland FPD) Involving Dissolution of the Roseland Fire Protection District, Annexation to the City of Santa Rosa, and Annexation to the Rincon Valley Fire Protection District

The Roseland Fire Protection District (“District”) initiated the proposal by resolution of its board of directors. The affected territory consists of seven areas referred to as Roseland, Brittain Lane, Victoria Drive, West Hearn, and West Third Street (within the City of Santa Rosa); and Yuba Drive and Highway 12/Llano Rd/Ludwig Ave/South Wright Road, in unincorporated Sonoma County. The affected territory is generally located west of U.S. Highway 101, south of Ninth Street and Highway 12, east of Llano Road, and north of Ludwig and Hearn Avenues, in southwest Santa Rosa.

The reason for the application is to transfer from the District to the City of Santa Rosa (“City”) fire and emergency service responsibility for the five areas to which the City has provided such services under contract since 1983 and which were annexed to the City in 2016 and transfer service responsibility for the two areas outside the City to the Rincon Valley Fire Protection District. No change in service levels or taxation rates is anticipated as a result of the reorganization. District assets will be transferred to the City to be utilized by the City Fire Department. Environmental Determination: Exemptions pursuant to Section 15061(b)(3) and Section 15320 of the State California Environmental Quality Act (CEQA) Guidelines

At the hearing, the Commission will hear any relevant oral or written testimony and evidence presented or filed concerning the application. The Commission will consider the report of the Executive Officer, the plan for providing services, and the environmental determination.

Please direct comments, questions, and requests to the Commission. If you cannot attend the public hearing described in this notice, you may submit written comments on the application prior to the hearing. To be included with hearing materials, written comments must be received by November 27, 2018. Written comments received after that date will be provided to the Commission immediately prior to the meeting.

All Interested Persons are hereby invited to be present and heard  on the matters describe in this notice.

 If you challenge the actions of the Sonoma Local Agency Formation Commission on the application in court, you may be limited to raising only those issues raised at the public hearing described in this notice or in written correspondence delivered to the Sonoma Local Agency Formation Commission at, or prior to, the hearing.
